One day, during a walk in Spain close of my work place, I find an instrument, in a garden installed close to a highway 🛣️, which you can see in following video:
I don't know what is the purpose of this instrument, so I ask two groups of experts of agriculture to know.
Answer of Indian group:
Insects keep away due to noise.
In a green house settings it helps in maintaining moisture/humidity.
The upper white colored part might have water/insecticide/herbicides to be sprayed frequently.
